The High African Arab Economic Council (HCEAA) opened an office on July 23, 2025 in Ouagadougou. This marks a significant step in strengthening economic and diplomatic ties, aimed at establishing a robust financial collaboration with the Burkinabe government so as to bring a reality of many projects in vital sectors.
The opening of this administrative office reflects the desire of the High African Arab Economic Council (HCEAA) to foster increased cooperation, exchange of good practices and development of strategic partnerships between Arab and African countries. The architect viewed ancient N-African and Burkinabé traditions when designing the ex/interior. A tree stands at the center, referencing the "arbre à palabres" (tree of discussion) under which rural villagers in Burkina Faso ("Land of the Incorruptible people") make decisions.
"We have a garden around it, a pyramid which is elevated, and a cornfield on top. It is more than just a simple parliament building.
The stepped structure was designed to be inhabited by the public. At 6 stories high, it will offer an elevated view of the city’s flat topography.
People can go on top of it any time during the day and night," said Kéré, the architect. "Symbolically it is transparent, it is open."
The roof hosts several green terraces that will be accessible to the public and are intended to serve as an educational tool to encourage urban farming. The facade will also act as solar shading, allowing air to freely circulate inside the building.
The 127-seat assembly hall is part of a larger masterplan. A grove of trees will surround the memorial, creating a seating/gathering space.
The design pays homage to the site’s history by transforming the ruins of the parliament building destroyed by the people into a memorial.
It takes the form of a shaded depression in the ground where rainwater is collected and used for on-site irrigation:
